Governor has called a Special Joint session for 3:30 pm today.

 

Update as of 2pm in Springfield

 

SB415 will authorize $2.3 Billion of bonds using pension funds.  This will give the Governor authority to fund human services at 78% of the governors original budget.  The end result would be a reduction in human services funding of 23% since the original budget was approximately 1% less than the current year.

1st  Borrowing money for operating expenses is just bad fiscal policy.  Borrowing it against funds such as pensions is even worse. 

2nd A 23% cut in human services is unacceptable. 

3rd  The cuts will not be line itemed.   They will be at the Governor’s discretion meaning that many projects would still be cut by as much as 50% or 100%.  I personally do not have that much faith in the Governor.

 

I cannot support this as I understand it or as it is currently amended.

 

There are not any other reasonable plans on the table currently. 

 

I would offer the following and would like to hear what you think about it.  5% and 5 steps –Shared Sacrifice, A balanced budget, Deficit Reduction, and true reform for Illinois

Back to Springfield with …

Something? We all want this budget fiasco resolved. However, the same political maneuvering between the governor and Leader Madigan as to who will be the next senator and/or governor by trading irresponsible doomsday type budgets has continued at the expense and plight of the disabled, elderly, and poor.  Now we are hours away from the real deadline.

You have heard me say that I am committed to being part of the solution. So here is my plan....

Springfield . . . The Governor signed a multi-billion dollar program on April 3 that will both reduce the state’s backlog of unpaid bills to Medicaid providers and allow the state to immediately finance a statewide road, bridge and mass transit repair program.

 

State Sen. Kyle McCarter (R-Lebanon) said Senate Republicans negotiated an amendment that requires the $2 billion contained in the plan for road repair be restricted to projects that are already on the state transportation department’s multi-year road plan, or projects that were included in the spring 2009 repair plan.

 

In addition, the Republican Caucus worked hard to ensure that the funds are fairly distributed between downstate Illinois and the Chicago region.

 

McCarter said the capital plan is critical to not only fix the state’s crumbling transportation infrastructure, but will create jobs and put thousands of people to work across Illinois.  The 51st District senator said the plan is also affordable and was accomplished without raising taxes.

Senator McCarter

51st District State Senator Kyle McCarter is a member of six Senate Committees: Commerce (Minority Spokesperson); Agriculture and Conservation; Education; State Government and Veterans’ Affairs; Licensed Activities; and Financial Institutions.

Before becoming Senator, Kyle McCarter was a member of the St. Clair County Board for eight years.

Senator McCarter is a small business man who lives in Lebanon, where he operates Custom Product Innovations and Custom Coating Innovations. As a business owner, Kyle knows state government must play a productive role in fostering economic development and job growth.

Kyle has also served on the O’Fallon Chamber of Commerce Board of Directors for six years, including two years as President and four years as Chairman of the Economic Development Committee from 2004-2008.  

As a member of the St. Clair County Board, one of McCarter’s top priorities was property tax reform. He took the initiative to create a citizen action organization -- OurTaxMoney.org -- to combat rapidly rising property taxes. He also took a leadership role in pushing for Medical Malpractice Reform while President of the O’Fallon Chamber of Commerce.

Senator McCarter and his wife Victoria have been married for 25 years. They have two sons, Zachary and Austin.
