Legislature State Senator, 2009 – Present. McCarter was originally
appointed to the 51st District Senate seat on February 21,
2009 to fill the unexpired term of Senator Frank Watson
who retired. McCarter won election to the office in
November, 2010.
Sen. McCarter is the Minority Spokesman on the Senate
Financial Institutions Committee and is a member of the
Senate Education, State Government & Veterans Affairs,
Agriculture & Conservation, and Licensed Activities
committees.
Professional Senator McCarter is a small business owner who employs
15 people at two manufacturing facilities, Custom Product
Innovations and Custom Coating Innovations. Among other
items, the businesses produce emergency respiratory,
specialized fitness equipment, and environmental protectors
for the power utility industry.

2001 - 2007; President, 2005 – 2007 and Chairman of the Economic Development
Committee, 2004-2008.

Personal Kyle and his wife Victoria have been married for 27 years and have two sons, Zachary and
Austin. Kyle is a 1984 graduate of Oral Roberts University with a degree in Accounting.
He and his family are members of Faith Family Church in Shiloh.
